I am strongly opposed to using Bank of America in that role because of their continued track record of serving their own interests with disregard to law and regulation.

If the Commission is allowed to disqualify a vendor based on its history of financial violations, criminal and civil infractions, and a consistent history of abuse of public trust, then I urge the Commission to reject Bank of America's proposal. They may have ticked more boxes than other vendors, but it's bad business to take the word of a crook. Say NO to B of A!

With over 58 Billion in fines in the last 18 years that averages out to 268 Million in fines per month for the last 18 years.
Do we really want to trust this company with our monies?
