RFP 20-1161 demonstrates yet another "phantom scoring system" that wasn't detailed in the RFP. The danger and lack of transparency risks are that someone creates, changes, or influences this "scoring system" to surreptitiously influence a recommending committee. There is a repeated and continuing pattern in our procurement process that relies on a type of "Scoring system". I'm not opposed to using one, but if you're going to use one then it needs to be detailed in the RFP itself so that gives an equal playing field for venders and helps attract more bids.
