3.b) Award of Bid #20-1149 – City of Dunedin Marina Dredging Project

    Per the schedule in the contractors answer (supplement information) it is stated that dredging will begin 01May and end by 01Nov (6 months). This schedule goes well into hurricane season. The contractor states they want 50% of the boat slips empty. In an email from the Marina to slip holders 31Jan2020, the marina management said "Vessels remaining in the Dunedin Marina must be moved when it is time to dredge the area around the occupied slip. The owner will be given sufficient notice to move the vessel to another area within the marina. If an owner cannot be reached or is not available, it will be necessary for the marina staff to move these vessels." This statement says area will be made available within the marina. What is being done to ensure the safety of boats during hurricane season?

    Appreciate new docs, but I don't see a plan. Bid says the city will move the boats in the 2 south fairway "areas". I'm on west wall nearby; is my boat being moved? To where? By whom? It says they reco 50% of boats be removed during mobilization - when is that & which boats? Who is moving them & to where? This stretches well into hurricane season. What is the contingency plan to ensure boats are properly secured for a storm? Is the city is assuming liability for boats while they are moving them & if they are damaged by storms while they are in new spots or are we expected to move/be responsible for them? If we are, we need time to find spots. Bottom line-I don't see the details needed to approve starting. There should be a meeting with slipholders to go over the plan & expectations, especially since the marina is "self-funding" & the slip-holders are the finaciers. It seems like to avoid hurricane season, we're out of time this year. Let's develop a plan & do it after hurricane season.

    I have asked the City Clerk to read my opinion on this subject but attached are photos I took Saturday April 11th of the high tide which are the new normal. I also talked to another slip renter that was at the docks on Sunday April 12th. He informed me the finger docks were awash at the same high tide the following day. When those docks were built 30 - 40 years ago they were not designed to be touching the water under normal tides.
