This item should be table or rescinded, based on the information provided in the ITB [Intent To Bid] documents
This project is not in compliance with the City’s Title II obligations.
Namely the proposed design does not meet the requirements under Chapters: 2.3.4.6, and 8 as prescribed under the ADA Architectural guidelines.
Because the Florida Building Code - Accessibility incorporated those guideline, this renovation as designed would violate those codes.
There may be “loopholes” relying on the FBC-Existing Buildings and levels of alterations. Utilizing these “work arounds” to save face is disingenuous.
Basically a total “gut-job.” It is in the best interest of the present and future employees, the tax-payers, and the City’s reputation be renovated in compliance from the start.
Once there is a compliant ITB, it should be re-bid by all or the original bidders.
