The draft resolution's General Provisions state the new committee "is not authorized to serve as an oversight entity regarding the operational issues of the City's public services." This directly conflicts with Section 6.3, which tasks the committee with analyzing environmental conditions in the Hammock and recommending management measures. You cannot fulfill that mandate while barred from asking whether invasive management work is being done.
In May 2021, Commissioner Freaney stated on the record: "The Hammock Advisory is one of the most critical committees in the city." By January 2026, confirmed by the City Clerk, that committee had collapsed to as few as 3 of its required 9 members. It is now being dissolved and replaced by a body explicitly prohibited from performing oversight.
I ask the Commission to remove or narrow the no-oversight clause before adoption.
