    Application DR-2025-0004 violates Dunedin’s Comp Plan Obj 2.9 (Compatibility) and Goal 3 (Environment). "Lock-out" units create a functional 48-unit density, doubling the FX-M limit of 24. Per Colonial Apartments v. DeLand, hard caps cannot be bypassed. At 27ft, the massing disrupts the 1920s single-family neighborhood. Los Olas Tower v. Ft. Lauderdale affirms denial for incompatibility even if height limits are met. The plan clear-cuts trees, violating LDC §105-35 Grand Tree protection.

    Speech: "Mayor, DR-2025-0004 is a density shell game. Lock-outs functionally double intensity to 48 units, violating FX-M caps. It fails the Compatibility Test; 27ft buildings and clear-cutting a century-old site don't belong here. Fire safety is unaddressed and infrastructure is inadequate. Per Cardinal Industries, neighbor testimony on incompatibility is valid evidence. Please reject this project."
