    How much has the City of Dunedin spent to date on the Historic Resources Survey/Master Plan attached, including consultant fees and staff time? And how does the City Manager intend to use this document moving forward? Specifically, will it serve as the basis for City-initiated historic districts? Have residents been informed of this survey and provided access to it? — Residents deserve clarity on both the financial cost and the impact before this plan is put into use.

    My concern is focused on the provision granting the City Manager the authority to initiate historic district applications. This document consolidates the key reasons why such authority undermines property rights, creates unnecessary risks for homeowners, and introduces long-term costs for the City. I respectfully urge the Commission to remove City Manager initiation authority and instead preserve a process rooted in citizen consent and transparency. Please see additional comments attached.
