3.a) First Reading of Ordinance 25-01 - Approving and Authorizing the Execution of a Development Agreement between the City of Dunedin and The Flats on Main Street, LLC for The Flats on Main Street affordable housing project at 1422 Carnation Drive

    The scope of this proposed development project is manifestly beyond what it should be for the location, size of the plot of land, and surrounding residential neighborhoods. The proposed project is to build 78 apartment units, three-stories with 42 one-bedroom units and 36 two-bedroom units, totaling 114 BEDROOMS. From research online, "The general guideline for affordable housing occupancy is two people per bedroom, with an allowance for an additional person, even if it means exceeding two people per bedroom." Hence this could mean 228 to 300 or more people residing in the apartment complex. ALL foot traffic, vehicular traffic, bicycles, wheelchairs, etc. will enter and exit ONE ACCESS POINT off Main Street, which will be accessed by going through the Luekens Liquor parking lot. Not only would this obviously create terrible congestion, but more importantly it is extremely dangerous. This is only being considered workable for the location because it's affordable housing.
